Born Walter Reedy, a respectable Irish name, Mr. Wiggins took the surname of his adoptive parents at an early age. He grew up in Glenwood Landing, a small residential community on Long Island's north shore, attended Union College and the University of Lausanne in Switzerland. After a tour of combat duty in the South Pacific with the Marine Corps, he earned his law degree at Cornell University. He lives on the west shore of Cayuga Lake with a commanding view of Cornell and the towers of Ithaca College.
